Jimmy Carter had kind of a negative presidency for a few reasons. Not only did he have trouble with inexperience, having never dealt with Washington politics, but he also faced economic troubles and foreign troubles with Iran hostages. He isn't one of the most popular presidents, but when crisis struck at 3 mile island, he dealt with the situation well. It was under Carter that the conservative movement gained popularity.
